Malaysia Renewal of Certificate of Conformity(COC) that has expired for more than 6 months


SIRIM published announcement Ref. No.: SQASI/CMCS/1/23/0009 for Renewal of Certificate of Conformity(COC) that has expired for more than 6 months on 13th December, 2023. The main point is Certificate of Conformity have been expired for more than six (6) months will now be automatically blocked or suspended for renewal. New application will be required.

Malaysia updates Shor Range Devices for 5925MHz – 6425MHz frequency band


SIRIM published announcement Ref. No.: SQASI/CMCS/1/22/0001 for Shor Range Devices (SRD) utilizing 5925MHz - 6425MHz frequency band which can be type approval now on 5th February 2022.

The main point as below:

- Test report issued based on standard Draft ETSI EN 303 687 or any equivalent standard shall be accepted for certification under the following conditions:

 

- The test results comply with the minimum requirements stipulated in item 17 of Table 2-1 in the Second Schedule of the Class Assignment No. 1 of 2022 (as in Table 1 below):

Malaysia SIRIM implements the marketing name field of the certificate

 

SIRIM implements the marketing name field of the certificate, applicants are required to fill in the marketing name of a product in each Compliance Approval 

(Type Approval) application to facilitate the public searching/ enquiry for product certification status in Check Your Label (CYL) Mobile Application and enforcement purpose. 

It is purposedly for public awareness in buying certified product in market. Most products do not use the model name as the marketing name. This will cause confusion to the public as the certified products are not found in the list of certified products. 

 


The main points as below:


 1. If there’s no marketing name during the type approval application, it is allowed to put the model name as a marketing name.

 2. Multiple marketing name are acceptable. But certificate holder shall the differences of each of marketing name.

 3. For the certificate without marketing name, the marketing name does not affect the importation process.

Malaysia MCMC Updates SHORT RANGE DEVICES SPECIFICATIONS


MCMC published an updated Technical Code  "MCMC MTSFB TC T007:2020"  for SHORT RANGE DEVICES Specification on 6th May, 2020. 


The major updates as below:


1. The frequency bands and maximum transmit power limits have been updated to align with the latest Class Assignment No. 2 of 2019.

2. Technical requirements for Ultra-Wideband (UWB), inductive device and automotive radar have been included based on the latest Class Assignment No. 2 of 2019.

 

3. Inclusion of new technical requirements for electrical safety and EMC for devices that can be directly connected to the service provider’s network.

Malaysia SIRIM new ADDENDUM of Certification requirement

 

Malaysia SIRIM published ADDENDUM on 14th May, 2019 for update on certification requirement.

 

Main changes as below:

 

1.     METHOD FOR SUBMISSION OF SAMPLE

 

For sample size equal/smaller than 1.5x2.0m, we can choose to submit consumer sample or photos of the sample in accordance with the specific requirements of SIRIM.

 

For sample size equal/smaller than 1.5x2.0m but requires Connectivity Test (with 3G/4G function device), consumer sample is still required.

 

For add-module application, the consumer sample of end device is still required.

 

2.     ACCEPTANCE OF TEST REPORT

 

The CE test report more than 5 years is acceptable now as long as compliance with below:

 

-        There are no changes in hardware and software after five (5) years of approval.

-        There are no major technical changes in the relevant standards specified in the Technical Specification / Technical Code / Standard which will affect radio, safety, EMC and/or SAR performance of the product

5470MHz-5650MHz is allowed for use in Malaysia

 

Malaysian Authority Malaysian Communications and Multimedia Commission (MCMC) published new Technical Code (TC) MCMC MTSFB TC T007:2014 for Short Range Devices, in which several bands are opened for different uses. Among them, 5470-5650MHz is allowed for RLAN and other SRC devices provided DFS and TPC are implemented.

 

SIRIM can already type approve equipment based on this TC now.

Malaysia will fully implement Self-Labelling Program (SLP) from 1st June 2015


The Malaysian Communications and Multimedia Commission (MCMC) together with its appointed Certifying Agency, SIRIM have soft launched Self-Labelling Program (SLP) on 24th February 2015. This program will be fully implemented from 1st June 2015 to replace the conventional labeling program (physical label).

 

    What is SLP

    -   SLP is a “Self-Labelling Program” for certified communication products whereby

        Certificate Holder or Principal/Manufactur self-label their certified products according

        to related guideline and procedures.

   -   SL is a Certification Mark that carry information of the certified product. It shall comprise

        the following:

 

i.  The logo design

ii.  The word “MCMC”

      iii. Unique ID ie Common ID (CID) or Certificate Holder ID (HID)

 

 

   -  Certification mark shall be presented on the product through the methods of e-Labelling or Surface-Labelling depending on the suitability of the product’s design.

 

    What is Common ID (CID) / Certificate Holder ID (HID)

   -   Common ID (CID) is assigned to the Principal/Manufacturer. It can be used by certificate holders authorized by Principle. All    products from the same Principal (brand) and country will use the same CID although Certificate Holders and Manufacturers are  different.

   -   Certificate Holder ID (HID) is assigned to the certificate holder, regardless of any Principals / Manufacturers. Products from the  same Principal (brand) and country will use different HID depending on the Certificate Holder.

Previously, if the installed wireless module was approved by SIRIM, host devices were allowed to be added into the approved module certificate without repeated testing and sample submission.

 

However, based on verbal confirmation made by SIRIM officers recently, this add-host application is not applicable anymore.

Every host must go through system approval and a sample must be submitted.

LTE (Long Term Evolution) consumer devices can now be type approved in Malaysia

 

Malaysia Communication and Multimedia Commission (SKMM) allowed the type approval of LTE consumer devices supporting frequency bands currently used for GSM and UMTS networks as well as other bands assigned by SKMM for service provider’s networks.

The LTE consumer devices should comply with relevant ITU, 3GPP and/or ETSI specifications/standards, and if applicable, should also meet the requirements on safety, EMC, radio spectrum and SAR.
