Argentina- Minimum mandatory guidelines for equipment marking

ENACOM published the Resolution 586, dated May 8, 2023 with Minimum mandatory guidelines for equipment marking.

According to the Resolution 586 and further consultation with ENACOM, the new options for label placements are as follows:

1) If due to the structural nature, size or packaging, it is not possible to perform the marking directly on the product. Identification must be printed in the user Manual, and/or the quick start guide and/or corresponding package (either one of them is enough).

2) When the homologated device is installed inside a vehicle (automobiles, watercrafts, aircrafts, motorcycles, etc.) and its regulatory identification is not visible, the Identification must be printed on the product, and at least on one of the other options (in manual and/or in the documentation accompanying vehicle, and/or be published on the official website of the vehicle’s manufacturer or importer). As the marking on the product is mandatory, the old CNC ID marking on the product must be changed to RAMATEL.

3) For e-labeling, the marking must be displayed on the device screens. Instructions for e-label access should be included in the user manual, and/or in the quick start guide (or other documentation accompanying equipment), and/or on the packaging and/or on the official website of the manufacturer or importer (either one of them is enough).

ENACOM allocates 6 GHz Band for Wi-Fi Services

ENACOM published Resolution 756/2023 on May 24, 2023, which allocates 5925-7125 MHz Band for Wi-Fi Services. The frequency band is restricted to indoor use only.

Technical characteristics and operating conditions:

1) An access point or subordinate device may operate in the 5925-7125 MHz band with the Maximum Equivalent Isotropic

Radiation Power (EIRP) of 30 dBm and the maximum EIRP spectral density of 5 dBm in the bandwidth of 1 MHz.

2) A client device will be able to operate in the 5925-7125 MHz band with the Maximum Equivalent Isotropic Radiation Power

(EIRP) of 24 dBm and the maximum EIRP spectral density of -1 dBm in the width of 1 MHz band.

3) Emissions outside the band 5925-7125 MHz should not exceed the EIRP of -27 dBm/MHz.

4) The operation of access points, client devices and subordinate device is restricted to the inside of buildings only.

5) Access points, client devices and subordinate device must allow multiple users to share the same spectrum.

6) The operation of these devices is prohibited in vehicles (cars, trains, boats and airplanes). However, the operation of this

equipment will be allowed in aircraft when they fly above 10,000 feet height.

ENACOM WWAN (2G 3G 4G) terminals local testing enforcement

According to resolution 1248/2021 dated August 27, 2021, local testing is required for WWAN (2G/3G/4G) terminals according to the technical standard ENACOM-Q2-60.15 V19.1 for medical devices and ENACOM-Q2-61.03 V17.1 for User Terminal Equipment for Mobile Communications Services as well as Radio transceivers for Mobile Communications Services.

ENACOM grants the transition period for one hundred and eighty (180) calendar days from the publication of the resolution. Therefore, the enforcement date for the resolution is March 1, 2022.

Nevertheless, there is a huge lobby from many local companies pushing the government to revise this decision and all WWAN approval applications are now on hold waiting for ENACOM’s final decision.

ENACOM Low Power Device includes new frequencies

Ente Nacional de Comunicaciones (ENACOM) published resolution 280/2022 with Annex I: Frequency attribution and ANNEX II: Technical standard Q2-60.14 V21.1 for Low Power Device on March 8, 2022.

In the new resolution 280/2022, it includes new frequencies with output power limit as below:

Frequency (MHz) Output power limit
0.490-1.705 24000/f(kHz) μV/m@30 m
1.705-30  30μV/m@30 m

ENACOM grants NINETY (90) calendar days from the publication of the resolution for all those requests for certification of Low Power be evaluated in accordance with the previous technical standard ENACOM-Q2-60.14 V20.1.

Argentina- Updated Low Power Devices Technical Standard

ENACOM published Resolution 551/2021 to replace the Annex "Frequency bands assigned to be used for Low Power Devices" of Resolution 507/2018.

The updated Technical Standard "ENACOM-Q2-60.14 V20.1 Low Power Devices" was introduced according to the resolution 551/2021.

There is a transition period of NINETY (90) calendar days from the publication of Resolution 551/2021, within which all requests for the type approval application for low-power devices will be evaluated in accordance with the minimum conditions and test methods established in the technical previous standard ENACOM-Q2-60.14 V18.1.

The main changes are:

1. 902–928 MHz band was split into 902-915 and 915-928 but the requirement remains the same.

2. 5725 –5850 MHz band was added

3. The field strength peak maximum value for 3100-10600 MHz and 22000-26650MHz was changed from 6.926 μV/m@3MHz to 115.486 μV/m@50MHz

4. The 314-316 MHz band was changed from Quasi-peak detection to Average detection.

For renewals, new testing would NOT be required, if the original test report shows compliance with the limits established in the new regulation. Previous old certificates still can be used until their expiry dates.
