The Laos Authority MTC just released Notice 0416, which will take effect on August 04, 2023.

Based on Notice 0416, for Type 2 equipment, the validity of acknowledgement letter of Declaration of Conformity was reduced from 3 years to 1 year. It also provides a clear list of equipment that must be affixed with the technical certification mark. Vehicular components with SRD functions don’t require labeling.

Lao Authority-MTC released the new Label requirements based on Agreement No. 1495

The Lao authority MTC (The Office of the Ministry of Technology and Communications) has released Agreement No. 1495 about label requirements for certified telecommunications and ICT equipment. It will be enforced on July 12, 2023. 

The followings are the main points for your reference:

1. Label Type and Format

Depending on the equipment and certification type, the label is divided into 2 types as follows:

2. Display location The device, the package box, or the equipment's user manual.

3. Application for label The label should be applied and purchased by the local importers.

4. Validity of the label The label validity follows the certification document and should be renewed accordingly.

The old certificate can be used until the expiry. They can still use the certificate without a label.

The authority understands that all old certificates will expire within the next year, and all old certificates will apply to the new regulation and the label regulation respectively.

The Lao Authority MTC (The Office of the Ministry of Technology and Communications) recently enforced Agreement No. 3583/KTS about “Management and Importation of Telecommunications and ICT Equipment (ICT).”

The Lao Authority MTC (The Office of the Ministry of Technology and Communications) recently enforced Agreement No. 3583/KTS about “Management and Importation of Telecommunications and ICT Equipment (ICT).” According to Agreement No. 3583, Telecommunications and ICT Equipment (ICT) are categorized into 2 types requiring different conformity assessment procedures:

1)Type 1 equipment: e.g., General mobile communication equipment, Radio and TVcommunication equipment.

   -Type Approval Certificate (TAC) and Acknowledge letter of Declaration of Conformity(DoC) are required.

2)Type 2 equipment: e.g., SRD products.

   -Acknowledge letter of Declaration of Conformity (DoC) is required.

Below are the main changes after the enforcement of Agreement No. 3583:

1.The validity of the Type Approval Certificate (TAC) and Acknowledge letter of Declaration of Conformity (DoC)

   are changed to 3 years.

2.More application documents and information are needed.

3.TAC holder can be a foreign manufacturer or a local company. DoC holder should be a local company.

4.Labelling Regulations may be published later.According to the oral confirmation by the authority, the old certificate can be still 

   used until its expiry date.
