Vietnam updated standard QCVN 55: 2023/BTTTT, coming into force on July 1,2024.


The Ministry of Information and Communication (MIC) of Vietnam has issued a new standard for Short Range Devices (SRDs) radio equipment operating in the frequency range of 9 kHz to 25 MHz.The newly released standard, QCVN 55:2023/BTTT, supersedes the prior QCVN 55:2011/BTTT and will become effective from July 1, 2024.


Henceforth, the TAC and testing report with QCVN 55:2011/BTTT version will be invalid after July 1, 2024. So far, there is no local lab that can perform testing of this new standard.

Vietnam MIC published new circular to temporarliysuspend applications of some requirements of Circular No. 04/2023/TT-BTTTT


Vietnam Authority Ministry of Information and Communications (MIC) published Circular No. 10/2023/TT-BTTTT dated Sep 5, 2023to temporarily suspend some requirements of Circular No. 04/2023/TT-BTTTT. This Circular will come into effect on Sep 5, 2023but it also applies to TAC, DoCand AQI applications processed from July 15, 2023.


Based on current Circular, below requirements are temporarily suspended:



For above mentioned products, which have a obtained a type approval certificate (TAC) according to Circular No. 04/2023/TT-BTTTT (with conformity to the suspended technical requirements) during the suspension period of this Circular, the TAC is still valid until its expiry date.


For above mentioned products, which have been approved in forms of TAC, DoCand AQI to during the suspension period, if the production or import of the products continues after the suspension period, the products must be approved with conformity to the suspended technical requirements or must be approved again according to the full technical regulations. In case of additional TAC, its validity is equal to the remaining validity of the TAC that was already issued.

Vietnam updated the list of products requiring TAC & DoC, which will come into effect on July 15th, 2023.


Vietnam Authority Ministry of Information and Communications (MIC) recently published Circular No. 04/2023/TT-BTTTT dated May 31, 2023about the list of products requiring Type Approval Certificate (TAC) and/or Declaration of Conformity (DoC).


This Circular will come into effect on July 15, 2023to replace Circular No. 02/2022/TT-BTTTT. Compared to the previous Circular, several changes were made:


1.The national technical standard QCVN18 was updated to QCVN 18:2022.


2.Some HS codes were updated.


3.Added new safety requirements of QCVN 132:2022 for many types of products such as Desktop PC, laptop/tablet/TV from January 1st, 2024.


4.The description of some product type was updated:


-Appendix I, item 2.3 “Broadband data transmission equipment operating in the 2.4 GHz band with an equivalent isotropic radiated power (EIRP) between 60 mWand 200 mW”. Previously it was “from 60 mWor upwards”.


-Appendix II, item 4.4 “Wireless charging device”. Previously, it was “Inductive loop device”.

Vietnam Authority Ministry of Information and Communications (MIC) published Circular No. 02/2022/TT-BTTTT about the list of products requiring Type Approval Certificate (TAC) and/or Declaration of Conformity (DoC)


This Circular is to replace Circular No. 01/2021 /TT-BTTTT and it will come into effect on July 1, 2022.


Compared to previous Circular, several changes were made:

1. MIC has updated new national technical standards (QCVN) to the list including:


(1) QCVN 65:2021/BTTTT (for RLAN operates in 5 GHz band)

(2) QCVN 124:2021/BTTTT (for Radar operates in 76GHz ~ 77GHz )

(3) QCVN 123:2021/BTTTT (for operates in 40~246GHz SRD)

(4) QCVN 128:2021/BTTTT (for 5G mobile communication base station)

(5) QCVN 127:2021/BTTTT (for independent 5G mobile communication network terminal device)

(6) QCVN 129:2021/BTTTT (for hybrid 5G mobile communication network terminal device)

(7) QCVN 22:2021/BTTTT (for Electrical safety for terminals connection to telecommunications and information technology networks


2. For QCVN 123:2021/BTTTT, QCVN 124:2021/BTTTT and some other testing standards, MIC also issued guidance to accept test reports issued by foreign test labs with accreditation of ISO/IEC 17025 for certification or AQI applications.


3. For product with RLAN in 5GHz, since the enforcement date of the updated test standard QCVN 65:2021/BTTTT is July 1, 2023, during the transit period, the client still can choose to apply to QCVN 65: 2013 or QCVN 65: 2021.


4. Below products are moved from the list of products requiring both Type Approval certificate and AQI to the list of products requiring AQI only:

(1) Vehicle radar equipment operates in 76 GHz to 77 GHz band

(2) Some general-purpose short-range transmitters and transceivers operating in specific frequency bands: (a)13.553-13,567 MHz, (b)5725-5850 MHz, (c)24-24.25 GHz, (d)61.0-61.5GHz etc.

(3) RFID radio identification device operating in the band 13.56 MHz

Vietnam updated the list of products requiring TAC & DoC: Circular No. 01/2021/TT-BTTTT


Vietnam Authority Ministry of Information and Communications (MIC) published Circular No. 01/2021/TT-BTTTT about the list of products requiring Type Approval Certificate (TAC) and/or Declaration of Conformity (DoC).


Please note that imported products (manufactured overseas) don’t require DoC. TAC and test report against required standards are sufficient for Acknowledgment of Quality inspection of imported goods (AQI).


This Circular is to replace Circular No. 11/2020 / TT-BTTTT and it will come into effect on July 1, 2021.


Compared to the previous Circular, several changes were made:

1. MIC has updated new national technical standards (QCVN) to the list including:


(1) QCVN 54:2020/BTTTT (for WLAN / BT / Zigbee operates in 2.4GHz band) 

(2) QCVN 74:2020/BTTTT (for 1GHz ~ 40GHz SRD) 

(3) QCVN 117:2020/BTTTT (for land mobile terminals and mobile phones)

(4) QCVN 122:2020/BTTTT (for LPWAN products and sensors)

(5) QCVN 101:2020/BTTTT (for lithium batteries used for mobile phone, tablet, laptops)


2. LPWAN was considered as SRD before. Now MIC created a new section especially for LPWAN 920MHz ~ 923MHz and LPWAN 433MHz. 


3. All test results and TAC issued according to QCVN 54:2011/BTTTT, QCVN 74:2013/BTTTT, QCVN 101:2016/ BTTTT will need to re-certify according to new standards from July 1, 2021.

Vietnam updated new standard QCVN 63: 2020/BTTTT for DVB- T2 digital terrestrial TV broadcasting will come into force on July 1,2021


Vietnam Authority Ministry of Information and Communications (MIC) published standard of QCVN 63: 2020/BTTTT for DVB-T2 digital terrestrial TV broadcasting products, such as iDTV and Set-top box.


This standard will come into force on July 1, 2021 to replace QCVN 63:2012/BTTTT.


Since the effective date, the report of QCVN 63: 2020/BTTTT will be required for the application of the Declaration of Conformity (for domestic products) or Acknowledgment of Quality inspection (for imported products). 


Because there is no EN standard equivalent to QCVN 63: 2020/BTTTT, local testing against this standard is required unless the applicant has test reports of QCVN 63: 2020/BTTTT issued by a foreign accredited test lab.


MIC might release a guide on whether the foreign accredited test labs need to update their accreditation of QCVN 63:2012/BTTTT to QCVN 63:2012/BTTTT near the enforcement date.

Vietnam updated the list of products requiring TAC & DoC: Circular No. 11/2020/TT-BTTTT



Vietnam Authority Ministry of Information and Communications (MIC) published Circular No. 11/2020/TT-BTTTT about the list of products requiring Type Approval Certificate (TAC) and/or Declaration of Conformity (DoC).


This Circular is to replace Circular No. 05/2019 / TT-BTTTT and it will come into effect on July 1, 2020.


Compared to previous Circular, several changes were made:

1- 6 Products below are removed from TAC to DoC list:  

     • Inductive charging devices

     • Radio remote measuring equipment

     • High-speed radio access equipment on the 60GHz band

     • Wireless digital image transmission equipment

     • MICS and MITS (Communication system for implanted medical devices and measurement system for implanted medical devices);

     • Marine Radar 


 2-  Updated EMC standard QCVN 86:2019/BTTTT  will replace QCVN 86:2015/BTTTT and QCVN 18:2014/BTTTT for 2G/3G/4G LTE terminal devices.


 3-  5G terminal equipment concludes into the list which is applied to QCVN 47:2015/BTTTT and QCVN 18:2014/BTTTT temporarily before MIC releases new specific test standards for 5G devices.


4- TACs and DoCs  issued before July 01, 2020 shall remain valid until expiry or new standards is enforced.

MIC allowed Type Approval Certificate to be granted for foreign manufacturer


Vietnam Authority Ministry of Information and Communications (MIC) published Circular No.​10/2020​/TT-BTTTT , which will be enforced on July 01, 2020.
Followings are main changes:

1. Besides Vietnam Telecommunication Authority (VNTA), new certification centers might be designated by MIC in the future.


2. ​Foreign manufacturer is allowed to be the holder of Type Approval Certificate (TAC) and can sign the SDoC for AQI (Acknowledgment of Quality Inspection) process. If local importer would like to use foreign manufacturer's TAC and/or SDoC, manufacturer should issue  an official letter to VNTA about using these documents.

 

3. TACs issued before July 01, 2020 shall remain valid until expiry.

Vietnam updated the list of products requiring TAC & DoC, which will come into effect on September 1st, 2019

 

Vietnam Authority Ministry of Information and Communications (MIC) published Circular No. 05/2019/TT-BTTTT about the list of products requiring Type Approval Certificate (TAC) and/or Declaration of Conformity (DoC). 


Please note that imported products (manufactured overseas) don’t require DoC. TAC and test report against required standards are sufficient for application of quality inspection of imported goods (IPQR).


This Circular is to replace Circular 04/2018/TT-BTTTT and it will come into effect on September 1st, 2019Compared to previous Circular, several changes were made:

 

   1. New testing standards that came into force on July 1st , 2019 are included in this Circular.  TAC issued with old standards must be re-applied immediately.

 

-   New RF standard QCVN 117:2018 is applied to LTE terminal equipment

-   New EMC standard QCVN118:2018 (harmonized with CISPR 32: 2015 RLV and CISPR 322015 / COR1:2006) replaces TCVN7189:2009 and TCVN7600:2010 for MME (Multi-Media Equipment)

 

   2. Some products are removed from the list:

 

-   RFID transmitter and transceiver in 866-868MHz is removed from the list of products requiring TAC

-   xDSL terminal equipment, Server, Router, Gateway, Firewall, Ethernet Switch are removed from the list of products requiring DoC

 

 

   3. HS codes are added to the list to define the controlled products.

Vietnam will enforce changes to conformity assessment requirements from January 1, 2019

 

Following our news dated September 4, Ministry of Information and Communication of Vietnam (MIC) recently published Circular 15/2018/TT-BTTTT bringing below changes to conformity assessment requirements to solve previous conflicts between different regulations:

 

1. Declaration of Conformity (DoC) is not required for imported products.

2. Different importers can share the same Type Approval Certificate (TAC) and local testing report of the same model if they 

    have authorization letter from overseas manufacturer.

3. Validity of TAC and DoC become 3 years.

4. Test reports issued more than 2 years can be accepted for certification as long as there is no change with testing requirements.

 

 

Circular 15/2018/TT-BTTTT  will come into effect on January 1, 2019. TAC and DoC issued before enforcement date remain valid until expiry.

Vietnam updated list of products requiring TAC & DoC, which will come into effect on July 1st, 2018

 

Vietnam Authority Ministry of Information and Communications (MIC) published Circular No. 04/2018/TT-BTTTT about list of products requiring Type Approval Certificate (TAC) and/or Declaration of Conformity (DoC) and official guide No. CV 1551/BTTTT-KHCN to this Circular.

Circular No. 04/2018/TT-BTTTT is to replace Circular 42/2016/TT-BTTTT and it will come into effect on July 1st, 2018.


Compared to previous Circular, several changes were made in the Circular No. 04/2018/TT-BTTTT: 


1. New EMC standard QCVN112 (harmonized with EN301489-17) will replace QCVN18 for below equipment: 

 

   - Radio equipment operating in 2.4GHz using spread 

     spectrum modulation with output power above 60mW. 

   -Radio access equipment operating in 5GHz

   -High data rate radio access transmitter and 

     transceiver operating in the 60GHz band


2. Lithium batteries for laptops, mobile phones, tablets are subject to compliance to item 2.6 - Safety requirements of QCVN 101:2016/BTTTT or IEC 62133.


TACs and DoCs issued before July 1st, 2018 remain valid until expiry.

MIC of Vietnam updated list of products requiring TAC & DoC, which will come into effect in October 1st, 2017

 

Vietnam Authority Ministry of Information and Communications (MIC) approved Circular No. 42/2016/TT-BTTT about list of products requiring Type Approval Certificate and Declaration of Conformity. This Circular is to replace Circular 05/2014/TT-BTTTT and it will come into effect on October 1st, 2017.

 

In the Circular No. 42/2016/TT-BTTT, Authority changed EMC standards for some equipment types and included LTE terminal devices, RFID devices in 866-868MHz, UWB devices, radio access devices in 60GHz and lithium batteries for laptops, mobile phones, tablets into the list.

 

Type Approval Certificates and Declarations of Conformity issued before October 1st, 2017 in compliance with standards in Circular 05/2014/TT-BTTTT remain valid until expiry.

Vietnamese Authority plans to allow more bands for license-exempt use of new technologies like 802.11ad, wireless charging, vehicle radar , etc

 

Vietnamese Authority Ministry of Information and Communications (MIC) plans to update existing Circular No. 03 /2012/TT-BTTTT about radio frequencies allowed for license-exempt use. In the recently finalized draft regulation, MIC allowed new bands for license-exempt use of new technologies like 802.11ad (60GHz), wireless charging (9 to 148.5 kHz) and vehicle radar (76-77 GHz and 77-81 GHz). 

 

This draft is expected to be approved and published by the end of this year. We will keep you updated with the latest development.

60GHz will be allowed for use in Vietnam from January 1, 2016

 

Vietnamese Authority Ministry of Information and Communication (MIC) published Circular no. 14/2015/TT dated June 15, 2015 to approve “National technical regulation for radio emission of wireless access equipment operating at Multiphle-Gigabit data rates in the 60GHz band”: QCVN88:2015/BTTTT, which will be effective from January 1, 2016.

 

QCVN88:2015/BTTTT is in accordance with EN 302 567 V1.2.1(2012-1).

 

Currently, no local testing lab is accredited for testing of this standard.

EMC standard QCVN18:2014BTTT will come into effect on Jan 1, 2015 in Vietnam


Vietnamese Authority - Ministry of Information and Communications (MIC) approved an update EMC standard QCVN18:2014BTTT, which will come into effect on January 1, 2015.

 

QCVN18:2014BTTT is in accordance with ETSI EN 301 489-1 V1.9.2 (2011-9).

 

All the TAC & DoC issued before January 1, 2015 with standard of QCVN18:2010BTTT will still be valid until expiry.

 

The accreditation of oversea labs under MRA for QCVN18:2010BTTT will be updated to QCVN18:2014BTTT automatically.

 

If end product manufacturer would like to use test reports of module to apply for TAC & DoC from Jan 1, 2015, the test reports of modules must include QCVN18:2014BTTT.

 

QCVN18:2010BTTT is not acceptable anymore

Additional EMC standard for 2.4GHz and 5GHz introduced in Vietnam

 

Ministry of Information and Communications of Vietnam (MIC) published regulation No. 05/2014/TT-BTTTT on March 19, 2014.

Based on this regulation, WIFI equipment operating in frequency bands of 2.4GHz and/or 5GHz requires additional compliance with EMC standard-QCVN18:2010, which is equivalent to EN 300 339:1998.

This regulation will come into effect from May 5, 2014.

Korea signs Mutual Recognition Agreement with Vietnam at the end of July 2012

 

From now on untill July 25, 2014, VNTA agrees to recognize EMC and RF test reports from 13 Korean test labs. 

 

However, not all of VNTA testing standards are accredited in the labs. Manufacturers are advised to consult WoWi before filing for certification for their products in Vietnam to check if local testing is still required.
