India TEC Extended the Deadline for Mandatory Certification Under MTCTE phase III and IV Products


 

Telecommunication Engineering Centre of India(TEC) released Notification No. 5-2/2021-TC/TEC/131 on June 13th, 2022 to extend the deadline for mandatory certifications under MTCTE phase III and IV products by 12 months from 1st July 2022 to 1st July 2023.

India WPC new policy of ETA through Self-declaration for unlicense bands


Wireless Planning and Coordination Wing of India(WPC) recently published Clarification and instruction for grant of Equipment Type approval(ETA) through self-Declaration on SARAL SANCHAR, to allow wireless equipment which exempted from import licensing requirement as per EXIM policy of DGFT(Directorate General of Foreign Trade) and operate in unlicensed bands to apply ETA through self-declaration.

 

Main changes as below:

 

   1. The normal ETA process will apply for restricted items in the EXIM list, ex. Drones, Radar Apparatus, etc.

   2. The ETA through self-Declaration will apply for other unlicensed band, for example 2.4GHz and/or 5GHz device, Laptop/Computer/ tablets, car key, immobilizer, TPMS, Wireless Charger, etc.

   3. Applicant need to register in the SARAL SANCHAR Portal and apply through online facility at URL of SARAL SANCHAR Portal https://saralsanchar.gov.in for obtaining ETA/ ETA through self-declaration which will implement from 1st May.

 

The application procedure and required document are the same.

India BIS Approval Implementation of Amendment 2 to IS 13252 (Part 1): 2010

 

Indian Authority Bureau of Indian Standards (BIS) published the attached “Guidelines for Implementation of Amendment 2 to IS 13252(Part-1) : 2010 – Information Technology Equipment – Safety Part (1) General Requirements” (“Guidelines”) in February, 2016.

 

IS 13252(Part-1) : 2010 applies to many categories of products, e.g. Automatic Data Processing Machine, Laptop/Notebook/Tablet, Mobile phones, Printers…

 

 

Manufacturers of above products should follow the “Guidelines” to take necessary measures by Dec. 31, 2016.

Bureau of Indian Standards (BIS) implemented Standard Mark from December 1, 2015

 

Based on Gazette Notification S.O. 3240(E) dated December 1, 2015, Bureau of Indian Standards (BIS) implemented below Standard Mark for Compulsory Registration Scheme with immediate effect.

 

 

For now, clients can choose to use the Standard Mark or to use the words “Self declaration-Conformity to IS…” along with Registration number on the product and/or the packaging. However, we expect the Standard Mark will be mandatory soon.

4 bands were delicesed in India

 

According to Notifications of Ministry of Communications and Information Technology (Wireless Planning and Coordination Wing) dated September 16th, 2015, below 4 frequency bands are delicensed for use of various Very Low Power Radio Frequency Devices:

 

     -  302 to 351 kHz

     -  36 to 38 MHz

     -  433 to 434.79 MHz

     -  76 to 77 GHz       

 

Equipment operating in above frequency bands and complying with related technical requirements can be type approved without additional license.

Mobile phones and other 14 catogories of products require BIS Compulsory Registration in India from May, 2015

 

Notification S.O.2905(E) of “Department of Electronics and Information Technology (DeitY)” in India was published in Official Gazette of India on November 7, 2014 to include more products into the Schedule of Electronics and Information Technology Goods (Requirement for Compulsory Registration) Order, 2012.  This notification will come into effect after 6 months from the date of its publication in the Official Gazette, therefore, the affected products ex: mobiles phones, power adaptors for IT equipment and AV & similar electronics apparatus will require BIS Compulsory Registration from May, 2015.

 

The only exception is sealed secondary cells/ batteries containing Alkaline, which will require BIS Compulsory Registration from August, 2015.

From April 3, 2013, 15 more types of electronic and IT products will be required for Compulsory Registration from Bureau of Indian Standards (BIS)

 

According to “The Electronics & Information Technology Goods (Requirements for Compulsory Registration) Order, 2012” published in the Gazette of India on October 3, 2012, 15 types of electronic and IT products will be subject to Compulsory Registration from Bureau of Indian Standards (BIS) before being sold, imported or distributed in India. This mandatory requirement will be enforced from April 3, 2013.

 

These 15 types of products include: Laptop/Notebook/Tablets, Plasma/LCD/LED TV, Optical Disc Players, visual display units, Printers, Plotters, Scanners, Wireless Keyboards, Electronic Musical Systems, Set Top Box…

Please kindly refer to the attached file to have a clear understanding about controlled products and required standard for each product.

 

Here are information about BIS Compulsory Registration:

  1. Applicant for registration must be a local company, who can be local branch or local representative of foreign manufacturers.
  2. Testing of at least one sample based on required standard in BIS accredited labs is required.
  3. The registration is valid for 2 years and is renewable for another 2 years.
  4. After registration is granted, the words “Self declaration-Conforming to IS…” must be shown on registered product or its packaging.
  5. Market surveillance and testing of samples from market must be conducted at least once in 2 years.

India WPC makes 433-434MHz band unlicensed

 

According to WPC’s notification issued on September 12, 2012, the frequency range in 433-434MHz has been unlicensed with a channel bandwidth of 10KHz and maximum effective radiated power (ERP) of 10mW for the indoor use of low power devices. The equipment operating in 433-434MHz shall conform to the above limits and be type approved by WPC.
