ARCOTEL in Ecuador- New Published Regulation
The Ecuador regulator, ARCOTEL, has published a new regulation which implemented changes to the type approval requirements
for telecommunication devices on June 15, 2017.
The updates are as below:
1. The certificate will be issued by class, brand name and model name.
2. Any changes for the class, brand name, model name or technical characteristics,
will have to submit a new application.
3. More than one certificate will be issued if one device fit into more than one class.
4. Application will be processed through document review. Sample will be only
required in exceptional case.
5. New regulatory fees for type approval application will be published on the
ARCOTEL’s website after a couple of weeks.
6. Previously, the devices with output power lower than 50 mW did not require
homologation and could obtain a dispensation letter. Now the 50mW limit is eliminated.
Classes for telecommunication devices which require type approval:
Terminals for the Advanced Mobile Service (SMA).

Terminals for the Carrier Service (P)
|
Terminals for the Fixed Telephone Service (STF)
Terminals for the Telecommunications Satellite Service (TTS)
|
Terminals for Internet Access. (AI)
Terminals for Trunking Service. (T)
|
Terminals for Communal Service (C)
|
For devices that do not connect to public network, it is recommended for the manufacturer to obtain the "certificate of not needing homologation (Certificación de equipos que no requieren homologación)", which will be helpful for importation and market surveillance.

802.11ad at 60GHz is now allowed in Ecuador
ARCOTEL published the Resolution 03-02-ARCOTEL-2016 on February 24, 2016 which updates certain bands in their National Frequency Plan.The band 57 - 64 GHz for 802.11ad is now allowed and can be approved in Ecuador.

Ecuador authority SUPERTEL changed the name to ARCOTEL
According to the Law No.439, since 18th February, Ecuador’s telecommunication authority, la Superintendencia de Telecomunicaciones (SUPERTEL) has changed their name to “la Agencia de Regulación y Control de las Telecomunicaciones (ARCOTEL)”. Type approval process will be suspended temporary until the new director take office at the end of February.

Ecuador SUPERTEL start to request homologation for end devices
According to Ecuador SUPERTEL resolution STL-2014-00245, published on 4th July, SUPERTEL started to request approval for end devices. Applicants need to present related module information and SUPERTEL certificate to obtain certificates for end devices. In the future, end devices will not be able to use module’s certificate for importation.

Ecuador SUPERTEL move their testing laboratory site from Quito to Calderon
Ecuador SUPERTEL (La Superintendencia de Telecomunicaciones) has moved their testing laboratory from the capital city of Quito to Calderon. This moving started at the end of July. The impact to type approval lead-time is still under evaluation.
