Ukraine/Compliance to ДСТУ EN IEC 63000:2020 will be required in order to comply with Ukrainian RoHS TR from November 18, 2021.

 

 

Based on Order no. 84-21 of the Ministry of Economic Development, Trade and Agriculture of Ukraine, the updated list of national standards for application of the “Technical Regulation for the Restriction of the Use of Certain Hazardous Substances in the Electrical and Electronic equipment” (RoHS TR) comes into effect on November 18, 2021.From the enforcement date, ДСТУ EN IEC 63000:2020 will replace ДСТУ EN 50581:2014 so the test report against EN 63000:2020 will be required in order to prove compliance to Ukrainian RoHS TR.Previously issued RoHS DoC with compliance to ДСТУ EN 50581:2014 won’t require updates.

Test reports of EN60950 and EN60065 will not be accepted for conformity assessment in Ukraine from December 20, 2020



According to the Order No. 309 of the Ministry of Economic Development of Ukraine, ДСТУ EN 60950-1:2015 (EN 60950-1) and ДСТУ EN 60065:2017 (EN60065/IEC60065) will be replaced by ДСТУ EN 62368-1:2017 (EN 62368-1/IEC62368-1) from December 20, 2020.


After this date, new applications for conformity assessment in Ukraine require test report against ДСТУ EN 62368-1. Also, the manufacturer must keep track of current trends and update the declaration in a timely manner. We recommended that applicants update previously issued approvals with ДСТУ EN 62368-1.

Ukraine allows new frequency bands for Vehicle radars and short range devices

 

Ukrainian Authority NKRZI updated “Generalized conditions for the use of radio electronic devices and emitters of some radio technologies / types of radio electronic devices”

in May, 2019 with below changes:

 

  - 5725-5875MHz is allowed for non-specific SRD

  - 148kHz to 30000kHz are allowed for inductive radio communication application

  - 865-868MHz is allowed for RFID application

  - 24.05-24.5GHz is allowed for vehicle radar application

The deladline for radio equipment installed in wheeled vehicles to comply with Ukrainian RED TR is extended to December 31, 2019


Based on Decree №323 adopted by Cabinet of Ministers of Ukraine on April 10, 2019, the deadline for radio equipment installed in wheeled vehicles to comply with Ukrainian RED TR (approved by Decree №355 dated May 24, 2017) is extended to December 31, 2019.

Both formats of "UA.TR.YYY" and "YYY" are acceptable for showing CAB ID number with conformity mark of Ukraine


Cabinet of Ministers of Ukraine adopted Decree №1027 on December 20, 2017, which confirmed that identification number (ID number) of Ukrainian conformity assessment bodies (CABs) can be shown in the format of either "UA.TR.YYY" or "YYY" together

with conformity mark.

Ukraine implements mandatory RoHS requirement

 

According to Decree of Cabinet of Ministers of Ukraine № 139 dated March 10, 2017, Technical Regulation for restricting the use of certain hazardous substances in electrical and electronic equipment (RoHS TR) came into force on September 22, 2017.

 

This RoHS TR was developed to align with European Directive 2011/65/EC. Below Electrical and Electronic Equipment imported to Ukraine after September 22, 2017 requires Declaration of Conformity (DoC) of RoHS:

 

 

1. Large household appliances.

2. Small household appliances.

3. IT and telecommunications equipment.

4. Consumer equipment.

5. Lighting equipment.

6. Electrical and electronic tools.

7. Toys, leisure and sports equipment.

8. Medical devices (including vitro diagnostic medical devices).

9. Monitoring and control instruments including industrial monitoring and control instruments.

10. Automatic dispensers.

11. Other EEE not covered by any of the categories above.

802.11ac is allowed in Ukraine

 

Ukrainian Authority NKRZI has recently updated their “Generalized conditions for the use of electronic devices and emitters of some radio technologies / types dated 12.01.2012 №18”, in which 802.11ac is included.

 

As a result, 802.11ac devices can now be type approved without getting additional NKRZI’s decision.

So lead time for testing and certification of such devices will be the same as other technologies.

802.11ac is allowed in Ukraine 


In accordance with Ukrainian Government Decree No. 295 on May 14, 2015, 802.11ac is officially allowed in Ukraine.

 

802.11ac device must obtain NKRZI’s decision before type approval so the total lead time will be longer.

 

If previously approved model also has 802.11ac function, its test report, certificate and RTTE DoC should be updated accordingly.

 

Otherwise, this function must be disabled.

Ukraine requires local rep. for including the certified equipment into Register of NKRZI from October 24, 2014

 

According to the decision of 09.09.2014 № 628 of the National Commission for the State Regulation of Communications and Informatization (NKRZI), which came into effect from October 24, 2014, application documents required for including the certified equipment into the Register of NKRZI should be signed by individual or legal entity who is a resident of Ukraine.

In another word, from now on, local rep. is officially required for Ukrainian approval.

RF Declaration of Conformity instead of RF Certificate in Ukraine

 

Technical Regulations on RF will be in force with the implementation of Declaration of Conformity for EMC & Safety. The Declaration of Conformity is estimated to be required instead of RF certificate from June 2013.

The applicant can be foreign manufacturer or authorized and registered representative in Ukraine.

The customs authorities and state market surveillance will check Declaration of Conformity and its technical documentations in order to make sure compliance of the requirements of Technical Regulations. As for the previous RF certificates, they are still valid until their expiration date.

There is a process of changing the procedures of Type Approval in Ukraine to a procedure of Declaration instead of the procedure of the Certification.

 

The procedure of the Declaration is described in the special laws named Technical Regulations (TR). This period of time the certification or the Declaration can be used on the choice of the manufacturer (except some TRs which are already obligatory). But in some years all product must be d only.

For example:

TR EMC is obligatory from 01 January 2011. 

The following kinds of products cannot be imported into Ukraine without declaration: 

-Consumer electronic devices, Electrical musical instruments, Computers, Medical Equipment, Alarm equipment, Telecommunication Equipment and so on. 

TR on safety of low voltage devices will be obligatory from 01 January 2012.

 
The main differences between Declaration and Certification:
