Russia allows WIFI 6E in 5925-6425MHz


Based on Decision of the State Commission on Radio Frequencies (GKRCH) no. 22-65 dated December 23, 2022, the band of 5925–6425 MHz is allowed for devices of wireless data transmission, including Wi-Fi 6E devices:

*Devices with direct spread spectrum and other types of modulation

- With automatic power control system

 


We can help client make Telecom DoC(Mintsifry) for WIFI6E devices now.

Currently, import license (Mimpromotorg) and RFC conclusion are still required for WIFI 6E devices in above band.

Regulation changes with EAEU conformity assessment procedures in Russia



On March 14, 2022, Government Decree of Russian Federation №353 dated March 12, 2022 “On the features of licensing activities in the Russian Federation in 2022” was enforced.

Based on this Decree, certain temporary measures are implemented for EAEU conformity assessment procedure of products, which are imported and (or) put into circulation in Russian Federation only:


1.Inspection control scheduled in 2022 for CoC can be carried out by factory inspection (including using video conference) and (or) sample testing. Certification Body can postpone the inspection control in 2022 for up to 6 months.


2. The validity of EAEU CoC/DoC, which will expire between March 14 and September 1, 2022will be extended for 12 months automatically without repeated conformity assessment nor inspection control for products manufactured or put into circulation in Russian Federation. Russian Authority has completed extension of CoC/DoCvalidity in the official register.


3. Spare parts (parts, assemblies and (or) blocks) intended for maintenance and (or) repair of fihishedproducts as well as components, raw materials or materials for final assembling in Russian Federation can be imported without EAEU CoC/DoC.


4. Until March 1, 2023, it’s allowed to import products to Russian Federation without marking including EAC mark. But the required marking should be affixed on the imported product before it’s sold to customers.


5. Until March 1, 2023, it’s not mandatory to show GLN or geographical coordinates of manufacturer (factory) in the EAEU CoC/DoC.

Changes to EAEU Declaration procedure

 

Following our news dated March 10, 2021 about the mandatory requirement for providing UEN / GLN (unique enterprise number / global location number) for registration of the EAEU Declarations of Conformity (DoC) from July 1st, 2021, here we provide below updates:

 

The Government of the Russian Federation adopted Decree no. 936 dated June 19th, 2021 to define the procedure for registration of the EAEU DoCs.

 

According to this Decree, the name and location of the manufacturer, the address (addresses) of the factories, including GLN (Global Location Number) should be indicated in the application for registration of DoCs in case of declaring the conformity of products manufactured outside the territory of the Russian Federation and member states of the Eurasian Economic Union. In case of absence of the GLN, this information should be indicated in the application, too.

 

From September 1st, 2021, if the GLN is absent, another individual identifier that automatically identifies the address (addresses) of the factory (factories) or the geographical (geocentric) coordinates (latitude, longitude) of the factory (factories), determined by the signals from the Global Navigation Satellite System (GLONASS) should be provided.

Federal Communication Agency (Rossvyaz) was abolished. 



Following previous news about abolishing Federal Communications Agency (Rossvyaz or FCA), we would like to inform you additionally that Rossvyaz already published the deadlines for receiving applications of Declaration of Conformity (DoC) and Certificate of Conformity (CoC):


- "Registration of Declarations of Conformity of communications equipment": February 20, 2021

- "Registration of Certificates of Conformity in the register of certificates of conformity of communications

    equipment": February 16, 2021


After the above deadlines, the DoC/CoC applications will be transferred to the Ministry of Digital Development, Communications, and Mass Media (the Ministry).


We expect some delays might happen due to this change.

Federal Communication Agency (Rossvyaz) was abolised


Russian President Vladimir Putin signed a decree on November 20 to abolish Federal Communications Agency (Rossvyaz). The functions and responsibilities of Rossvyaz will be transferred to Ministry of Digital Development, Communications and Mass Media (the Ministry).


Currently, the registration process of Telecom DoC and CoC applications is not affected. But we expect some changes or delays that might happen after the Ministry fully takes over the duties of product conformity assessment.

802.11ax (WIFI 6) is allowed in Russia


Russian Authority - Ministry of Digital Development, Communications and Mass Media published Order no. 321 dated July 6, 2020 about technical requirements for 802.11ax (WIFI 6) in Russia. 

 

The allowed operating frequency bands for 802.11ax (WIFI 6) are 2400-2483.5MHz, 5150-5350MHz and 5650-6425MHz. 802.11ax (WIFI 6) devices can be type approved now.

Russian Customs doesn't accept EAC CoC/DoC issued by other countries.


Since March of 2017, Russian Customs refused to accept EAC CoC/DoC issued by other Eurasian Economic Union (EAEU or CU) member countries (Belarus, Kazakhstan, Armenia, Kyrgyzstan) due to some technical issues.

 

The Eurasian Economic Commission, the Governments of Belarus and other member countries are undertaking necessary actions to solve this problem with Russian Government.

 

Until the problem is completely solved, we suggest client to apply for EAC CoC/DoC from Russian Certification Bodies if their products will be imported to Russia.

Russian Authority - Ministry of Telecom and Mass Communications adopted and published rules for use of radio equipment of 802.11ac and 802.11ad standards in Russia.

 

Equipment of 802.11ac and/or 802.11ad standards can be type approved.

From 15th February, 2013, Customs Union Certificate/Declaration will be mandatory and the only applicable form for Conformity Assessment of Low Voltage Equipment and EMC Equipment

 

Technical Regulations (TR) of “Safety of Low Voltage Equipment” and “EMC of technical equipment” of Customs Union (CU) will come into force on 15th February, 2013.

 

After implementation of these TRs, CU Certificate/Declaration will be mandatory and the only applicable form for conformity assessment of equipment regulated in these TRs, including IT and household equipment with rated voltage from 50~1,000Vac or 75~1,500Vdc.

 

CU Certificate/Declaration can be used for importation of regulated products into any country of CU members (Russia, Kazakhstan and Belarus).Current national certification systems of CU members: GOST-R (Russia), GOST-K (Kazakhstan) and GOSTSTANDART (Belarus) will stop issuing their national certificates after 15th Feb, 2013.

 

National certificates issued before this date will still be valid until its expiry date, but no later than 15th March, 2015.

 

CU certificate covers only Safety and EMC aspects of product conformity. Other related approvals (if applicable) are still required, such as Rossvyaz CoC/DoC, FSS Notification, or Minpromtorg license. The validity of CU certificate is up to 5 years. Products approved by CU certification systems should be labeled with the below conformity mark:

Rossvyaz's move causes delay in approval processing 


Russia Rossvayz will start moving to another location next week and will not be accepting applications from November, 5 to December, 5.

During this period, application documentation preparations can be made for further submission after the move has been complete. Once Rossvyaz resumes its work, we will submit applications directly, so that certificates can be obtained as early as possible.
